A tensioning system attached to a base layer, comprising: a first segmented tubular structure comprising a first tubular structure attached to the base layer and a second tubular structure attached to the base layer; wherein the first tubular structure includes a first tunnel and wherein the second tubular structure includes a second tunnel; wherein the first tubular structure is attached to the second tubular structure by a first connecting portion, the first tunnel being spaced apart from the second tunnel proximate the first connecting portion; a second segmented tubular structure comprising a third tubular structure attached to the base layer and a fourth tubular structure attached to the base layer; wherein the third tubular structure includes a third tunnel and wherein the fourth tubular structure includes a fourth tunnel; wherein the third tubular structure is attached to the fourth tubular structure by a second connecting portion, the third tunnel being spaced apart from the fourth tunnel proximate the second connecting portion; a tensile strand extending through the first tunnel, the second tunnel, the third tunnel, and the fourth tunnel; and wherein the first segmented tubular structure is spaced apart from the second segmented tubular structure.

A tensioning system attached to a base layer (601), comprising: a first segmented tubular structure (633) comprising a first tubular structure (641) and a second tubular structure (642); wherein the first tubular structure (641) includes a first tunnel (661) and wherein the second tubular structure (642) includes a second tunnel (662); wherein the first tubular structure (641) is attached to the second tubular structure (642) by a first connecting portion (653), the first tunnel (661) being spaced apart from the second tunnel (662) proximate the first connecting portion (653); a second segmented tubular structure (634) comprising a third tubular structure (643) and a fourth tubular structure; wherein the third tubular structure (643) includes a third tunnel (663) and wherein the fourth tubular structure (644) includes a fourth tunnel (664); wherein the third tubular structure (643) is attached to the fourth tubular structure (644) by a second connecting portion (654), the third tunnel (663) being spaced apart from the fourth tunnel (664) proximate the second connecting portion (654); a tensile strand (602) extending through the first tunnel (661), the second tunnel (662), the third tunnel (663), and the fourth tunnel (664); wherein the first segmented tubular structure (633) is spaced apart from the second segmented tubular structure (634); wherein the first tubular structure (641) and the second tubular structure (642) are attached to the base layer (601), and the first connecting portion (653) is not attached to the base layer (601); and wherein the third tubular structure (643) and the fourth tubular structure (644) are attached to the base layer (601), and the second connecting portion (654) is not attached to the base layer (601). 2. The tensioning system and base layer (601) according to claim 1, wherein: the first segmented tubular structure (633) is spaced apart from the second segmented tubular structure (634) by a first distance (20) in a first configuration; wherein the first segmented tubular structure (633) is spaced apart from the second segmented tubular structure (634) by a second distance (21) in a second configuration; wherein the second distance (21) is less than the first distance (20); and wherein applying tension across the tensile strand (602) places the first segmented tubular structure (633) and the second segmented tubular structure (634) in the second configuration. 3. The tensioning system and base layer (601) according to claim 2, wherein the base layer (601) has a geometry, and wherein the geometry of the base layer (601) changes between the first configuration and the second configuration. 4. The tensioning system and base layer as in any of claims 1-3, wherein the first segmented tubular structure (633) and the second segmented tubular structure (634) are placed in contact with one another when tension greater than a predetermined tension is applied across the tensile strand. 5. The tensioning system and base layer (601) as in any of the preceding claims, wherein: a third segmented tubular structure (635) of the tensioning system includes a fifth tubular structure (645) attached to the base layer (601), a sixth tubular structure (646) attached to the base layer (601) and a third connecting portion (655) connecting the fifth tubular structure (645) to the sixth tubular structure (646); wherein the fifth tubular structure (645) includes a fifth tunnel (665) and wherein the sixth tubular structure (646) includes a sixth tunnel (666); and wherein the fifth tunnel (665) is spaced apart from the sixth tunnel (666) proximate the third connecting portion (655). 6. The tensioning system and base layer (601) according to claim 5, wherein the tensile strand (602) extends through the fifth tunnel (665) and the sixth tunnel (666). 7. The tensioning system and base layer (601) as in any of the preceding claims, wherein a linear axis (681) extending through the first tunnel (661) and the second tunnel (662) of the first segmented tubular structure (633) lies at an angle (685) greater than zero relative to the linear axis (682) extending through the third tunnel (663) and the fourth tunnel (664) of the second segmented tubular structure (634) when the base layer (601) is in a relaxed state. 8. The tensioning system and base layer (601) as in any of claims 2-7, wherein: a first portion of the tensile strand (602) extends between the first segmented tubular structure (633) and the second segmented tubular structure (634); wherein a second portion of the tensile strand (602) extends between the second segmented tubular structure (634) and the third segmented tubular structure (635); and wherein the first portion and the second portion are orientated in different directions.
